The CSS Exam (Central Superior Services Exam) is Pakistan’s most prestigious competitive examination conducted annually by the Federal Public Service Commission (FPSC). It serves as the gateway for recruitment to Pakistan’s civil bureaucracy, particularly to BPS-17 positions in the federal government. Below is a detailed overview:


Purpose of CSS Exam

The CSS exam is designed to select the most competent, intelligent, and capable individuals to serve in Pakistan’s elite civil services. Successful candidates are appointed as officers in twelve occupational groups, such as:

  • Pakistan Administrative Service (PAS)

  • Police Service of Pakistan (PSP)

  • Foreign Service of Pakistan (FSP)

  • Inland Revenue Service (IRS)

  • Customs Service of Pakistan (CSSP)

  • Information Group

  • and others.

These officers play a vital role in governance, policy implementation, law enforcement, diplomacy, and national development.


Eligibility Criteria

To appear in the CSS exam, candidates must meet certain requirements:

  1. Nationality: Must be a citizen of Pakistan or a permanent resident of Azad Jammu & Kashmir.

  2. Education: A Bachelor’s degree (at least 2nd division or equivalent, 14 years of education).

  3. Age Limit: 21 to 30 years (relaxable by two years in certain categories, such as government employees and backward areas).


Structure of CSS Exam

The CSS exam consists of three main stages:

1. Written Examination (1200 Marks)

  • Compulsory Subjects (600 marks): English Essay, English Precis & Composition, General Science & Ability, Current Affairs, Pakistan Affairs, and Islamic Studies (or Comparative Religion for non-Muslims).

  • Optional Subjects (600 marks): Candidates choose from a wide range of subjects divided into groups (Political Science, International Relations, Sociology, Economics, Psychology, etc.).

2. Medical & Psychological Tests

  • Candidates who pass the written exam undergo a medical examination.

  • A psychological assessment evaluates personality, analytical skills, and suitability for civil services.

3. Viva Voce (Interview – 300 Marks)

  • A panel interview assesses intellectual depth, confidence, general knowledge, and personality traits.


Passing Criteria

  • At least 40% in each compulsory subject.

  • At least 33% in each optional subject.

  • An overall aggregate of 50% marks.

Only candidates who clear the written part are called for the psychological and viva stages. Final selection is merit-based, considering written + interview scores.


Training After Selection

Those who qualify are allocated to different occupational groups and undergo professional training at the Civil Services Academy (CSA), Lahore. Training prepares officers for their respective duties.


Significance of CSS Exam

  • The CSS exam is considered one of the toughest in Pakistan, with a very low passing ratio (2-3%).

  • It provides a career of influence, prestige, and responsibility.
