Deadlock Broken

Another administrative deadlock that had dragged on for weeks has finally been resolved, with President Asif Ali Zardari giving his assent to the appointment of 19 additional judges to five high courts and the confirmation of another five as permanent judges.

The delay had already begun producing practical complications. Oath-taking ceremonies were postponed, appointments remained pending despite recommendations from the Judicial Commission of Pakistan, and the tenures of several additional judges expired while formal notifications were still awaited. With the president’s approval now granted, the normal constitutional and administrative process can resume.

At one stage, the dispute appeared capable of developing into a broader constitutional confrontation, with the government considering whether the president’s approval could be bypassed and the matter also reaching the Islamabad High Court.

That such a situation has been resolved through engagement between the legal teams of the Presidency and the government is therefore welcome.

The president is expected to function as a neutral arbiter of state affairs and discharge constitutional responsibilities without partisan consideration. Yet it would also be unrealistic to pretend that political sympathies can always be completely separated from the conduct of political officeholders. President Zardari remains the country’s head of state, but he is also a lifelong political figure with deep links to the PPP. Some degree of political friction is therefore hardly surprising.

What matters is that such differences do not become prolonged obstacles to the functioning of state institutions. Pakistan already has more than enough political and institutional disputes without routine administrative matters becoming additional sources of paralysis.

The latest approvals are therefore a positive development. All stakeholders appear to have moved forward, allowing the courts to return to normal procedure. Administrative hurdles cannot always be avoided, but where they can be resolved through dialogue rather than confrontation, they should not be allowed to linger.

Patient Investigations

The shooting on Rawalpindi’s Mall Road is an alarming incident that demands a thorough, transparent and dispassionate investigation. A man was killed after allegedly opening fire on security personnel and injuring an official, while police say material recovered from him points to links with a particular political party. Given the seriousness of the incident, every relevant lead must be pursued.

This is especially important because allegations of political violence are already being made. State media has identified the alleged attacker as a PTI member, while Information Minister Attaullah Tarar has cited the incident as evidence of what he describes as the party’s politics of violence. PTI, for its part, has denied any connection with the attack and called for the facts to be established before blame is assigned.

The evidence may ultimately support the government’s allegations. But these initial findings should not be treated as a substitute for investigation.

Membership of, sympathy for, or association with a political party does not automatically establish that an individual acted on behalf of that party. A person may belong to a political organisation while committing an act driven entirely by personal motives. Establishing political responsibility requires evidence of direction, coordination, encouragement or some other demonstrable link beyond mere affiliation.

That distinction matters greatly at a time when tensions between the government and opposition remain high and another major political mobilisation has already been announced. Premature conclusions could inflame an already charged atmosphere and turn a criminal investigation into another source of political confrontation.

The authorities must therefore establish exactly what happened, what motivated the attacker, whether he acted alone and whether any wider network or political direction existed. If this was political violence, the evidence must demonstrate it. Until then, restraint, due process and a calm assessment of the facts are essential.

Waterborne Viruses

Reports of a gastroenteritis outbreak in Lahore may remain inconclusive, but the Punjab government cannot afford to wait for absolute certainty before responding. The unusual rush of patients at several major hospitals, particularly Mayo Hospital, should be treated as an early warning requiring action on a war footing.

The concern is heightened by the aftermath of heavy monsoon rains. Waterborne diseases can spread rapidly through low-income neighbourhoods, where inundated streets, poor drainage, contaminated water supplies and inadequate sanitation create ideal conditions for infection. Families in such areas are often unable to clear standing water quickly or secure alternative sources of clean drinking water, leaving them particularly exposed.

For now, Lahore's hospitals appear to be managing the increased patient load, though reports vary between institutions. Mayo Hospital has witnessed unusually long queues, while Lahore General Hospital and others have also reported an increase in patients suffering from stomach infections. Services Hospital, meanwhile, says its numbers remain normal. These conflicting accounts make proper epidemiological investigation even more important.

The danger is that a manageable increase can become an outbreak within days. Waiting until wards and emergency rooms are overwhelmed would be a failure of preparedness.

The Punjab government should therefore adopt an NDMA-style response to the emerging threat. A central monitoring mechanism should collect daily data from public and private hospitals, identify disease clusters, test water supplies in vulnerable areas and coordinate health, sanitation and local government departments. Clean drinking water, chlorination, drainage, public warnings and rapid-response medical teams should be prioritised wherever unusual concentrations of cases appear.

Whether the current situation ultimately proves to be a cholera outbreak, a seasonal rise in gastroenteritis or something less severe is for public health experts to determine. But uncertainty is not an excuse for complacency. The purpose of emergency preparedness is to act before a potential crisis becomes an undeniable one.
